Harish Dwivedi or Harish Chandra is an Indian politician and a member of the Bharatiya Janata Party (BJP). In 2022, Dwivedi made headlines when an SUV belonging to him crushed a Class 2 student named Abhishek Rajbhar to death near the Hardiya petrol pump in Basti district.
Harish Dwivedi was born on Monday, 22 October 1973 (age 49 years; as of 2022) in Teliyajot, Katya in the Basti District of Uttar Pradesh. He attended Kisan Inter College in Basti. He pursued MA in Political Science at Hiralal Ramniwas Post Graduate College – Khalilabad, Deen Dayal Upadhyay Gorakhpur University (1998). Before venturing into the politics, he was an agriculturist.

2012 Uttar Pradesh Legislative Assembly Elections
In 2012, he contested and lost the Basti Sadar Assembly seat. He stood third with 32,121 votes; the seat was won by BSP candidate Jitendra Kumar.
2014 General Elections
In 2014, he contested and won the Basti Lok Sabha seat defeating the SP candidate Brij Kishor Singh “Dimpal” by 33,562 votes. From 1 September 2014 to 25 May 2019, he served as a Member of Standing Committee on Energy and Consultative Committee on Ministry of Coal. He served as a Member of Standing Committee on Information Technology from 19 October 2016 to 31 August 2018, and a Member of Standing Committee on Finance from 1 September 2018 to 25 May 2019.
2019 General Elections
In 2019, he contested and won the Basti Lok Sabha constituency seat defeating the BSP candidate Ram Prasad Chaudhary by 30,355 votes.

On 13 September 2019, he became a Member of Standing Committee on Energy. From 9 October 2019 to 23 February 2021, he served as a Member of Committee on Petitions. On 9 Oct 2019, he was appointed as a Member of Consultative Committee, Ministry of Road Transport and Highways. On 1 May 2021, he became a Member of Estimates Committee. On 29 September 2021, he became the Chairperson of Committee on Petitions and a Member of General Purposes Committee.
Allegations of Assualt and Intimidation
In 2022, the MP-MLA Court issued attachment warrants under Section 82 of CrPC against Harish Dwivedi and his two brothers, Subhash Dubey and Bagish Dubey. Reportedly, a case of assault and threat to life was registered against him during the Lok Sabha elections 2019. The case was instituted under sections 323, 324, 504 and 506 of the IPC. As the matter is related to MP-MLA, it is being monitored daily from the High Court level. The court had issued warrants on 22 July, 10 August , and 22 September 2022, asking for the presence of the three accused, but they did not appear on all three dates.
Crushed a Class 2 Student to Death
In November 2022, Dwivedi attracted controversy when a nine-year-old boy named Abhishek Rajbhar was crushed under an SUV belonging to Dwivedi near the Hardiya petrol pump in Basti district. On 27 November 2022, the police lodged an FIR against the unidentified driver of the SUV under the charges of causing death by negligence and rash driving or riding on a public way. Basti superintendent of police Ashish Srivastava assured that the probe was underway. However, the victim’s father, Shatrughan Rajbhar, alleged that no action was being taken by police against Dwivedi or the driver despite the MP and his SUV being clearly visible in the CCTV footage. The victim Abhishek Rajbhar was a student of Hardiya primary school, studying in Class 2. Following the accident, he was driven to the KGMU trauma centre in Lucknow, but he succumbed to the injuries on the way.
